Aadhaar Authentication to Be Mandatory for Subsidised LPG Refills from October 1
Biometric Aadhaar Authentication will be required to book subsidised domestic LPG refills from October 1, 2026, with 27.43 crore consumers already verified.
Domestic LPG consumers will need to complete Biometric Aadhaar Authentication (BAA) to book refills at the regulated retail selling price with the applicable subsidy from October 1, 2026, the Ministry of Petroleum and Natural Gas has said.
The requirement follows a verification drive under which 27.43 crore active domestic LPG consumers — 89.9 per cent of the total — have already completed the process. Those who have done so need take no further action and will continue to receive refills as before.
For consumers yet to complete authentication, booking of subsidised refills at the regulated price will be enabled once the process is finished. Authentication can be completed at the time of refill delivery, at the LPG distributor's showroom, or through the mobile applications of the three public sector oil marketing companies. Indane customers can use the IndianOil ONE app, Bharatgas customers HelloBPCL, and HP Gas customers HP PAY, allowing the process to be completed from home.
Consumers who are unwilling or unable to complete BAA may continue to receive LPG, but must register their choice through their oil marketing company's digital channels, including consumer portals, mobile apps, WhatsApp chatbots and IVRS. Such consumers will receive LPG at the applicable market price without subsidy, in 5 kg or 10 kg cylinders, subject to local availability.
The government said the authentication exercise is intended to ensure that subsidised LPG reaches genuine and eligible households, prevent diversion of domestic cylinders for commercial and industrial use, and remove duplicate or ineligible connections.
The deadline for authentication was initially set at June 30 and extended several times before the final cut-off of September 14.
The ministry said the implicit subsidy on a 14.2 kg domestic LPG cylinder stood at around Rs 210 in September, down from Rs 721 in June. To keep domestic LPG affordable, the government is providing compensation of Rs 30,000 crore to the oil marketing companies during FY 2025-26 and FY 2026-27. Accumulated under-recoveries of public sector OMCs on domestic LPG exceeded Rs 62,000 crore as of August 31, 2026, making targeted subsidy delivery important for sustaining the scheme, it said.
