Biometric Aadhaar Check Must for Subsidised LPG Refills from 1 October 2026
From 1 October 2026, subsidised domestic LPG refills will require completed Biometric Aadhaar Authentication, with 89.9 per cent of consumers already verified.
Domestic LPG consumers will need to have completed Biometric Aadhaar Authentication (BAA) to book refills at the regulated Retail Selling Price with the applicable subsidy from 1 October 2026.
The requirement is aimed at ensuring that subsidised cylinders reach only genuine and deserving households. Linking each connection to an Aadhaar-authenticated consumer is intended to curb the diversion of subsidised domestic cylinders to commercial and industrial users, weed out duplicate and ineligible connections, and make subsidy delivery more transparent and targeted. The process is not meant to deny LPG to any genuine household, and multiple channels are available to complete it.
What changes on 1 October
Consumers who have already completed BAA need to do nothing further; their refills will continue as before. For those who have not, booking a refill at the subsidised price will be enabled once authentication is done.
Ways to complete authentication
Authentication can be completed at the time of refill delivery, with the delivery person using the oil marketing company's mobile application. Consumers can also visit their LPG distributor's showroom to complete the process. Alternatively, they can do it themselves from home through the OMC apps — IndianOil ONE for Indane customers, HelloBPCL for Bharatgas customers and HP PAY for HP Gas customers. Option for those who opt out
Consumers who are unwilling or unable to complete BAA can still receive LPG. They must register this choice through their OMC's digital channels, including the consumer web portal, mobile app, WhatsApp chatbot, IVRS or other available options. Such consumers will be supplied LPG at the applicable market price, without subsidy, in 5 kg or 10 kg cylinders, subject to local availability with the OMC.
Coverage so far
As on 19 September 2026, 27.43 crore active domestic LPG consumers had completed BAA, a coverage of 89.9 per cent. Consumers were first asked to complete the process by 30 June 2026, and the deadline was extended repeatedly — to 31 July, 7 August, 15 August, 23 August, 31 August, 7 September and finally 14 September 2026.
Since October 2023, the OMCs have run a nationwide outreach drive. More than 12 crore SMS and WhatsApp messages have been sent, and distributors and delivery staff have followed up individually with consumers yet to authenticate. Special camps have been held at distributorships, high-footfall locations and in rural areas, alongside IVRS prompts during refill booking, mobile notifications, and campaigns on social media, in newspapers and through other channels.
Why the subsidy is under strain
Domestic LPG is sold below cost. The implicit subsidy for September 2026 is around ₹210 per 14.2 kg cylinder, down from ₹721 per cylinder in June 2026. To keep domestic LPG affordable, the Government paid OMCs compensation of ₹22,000 crore in FY 2022-23 and is paying ₹30,000 crore during FY 2025-26 and FY 2026-27. Even so, accumulated under-recoveries of public sector OMCs on domestic LPG exceeded ₹62,000 crore as on 31 August 2026, making targeted delivery of the subsidy essential to sustaining it.
