Brazil's government has introduced a new set of regulations governing the sale and resale of tickets for cultural events, a move aimed at increasing transparency for consumers and curbing unfair practices in the market.
The regulatory decrees were signed by President Luiz Inacio Lula da Silva during a formal ceremony on Monday. The new rules address several key areas of concern for ticket buyers, including pricing clarity and the use of automated purchasing systems.
Under the new framework, consumers must be clearly informed about all applicable fees and the final ticket price before completing a purchase. Sellers are also required to specify whether tickets are being offered through official channels or via third-party platforms. The government has explicitly prohibited the imposition of automatic fees or charges that do not correspond to a specific, rendered service.
In addition to pricing transparency, the regulations target the practice of bulk ticket buying by automated software. Platforms are now required to implement mechanisms designed to prevent bots and other automated systems from acquiring large quantities of tickets, a practice often associated with speculative reselling. The new rules do not specify a numerical limit on purchases.
The regulations also introduce new disclosure requirements for the resale market. Individuals or entities reselling tickets must now clearly state the original ticket price, the markup being applied, and whether the seller is a private individual or a legal entity.
The policy shift comes against a backdrop of widespread consumer complaints globally regarding high service fees and perceived unfairness in ticket resale markets.
