Chennai Corporation Proposes ₹98.25-Crore Upgrade of Command Centre Ahead of Monsoon
The Greater Chennai Corporation has proposed a ₹98.25-crore, five-year overhaul of its Integrated Command and Control Centre, expanding its camera and sensor network ahead of the Northeast monsoon.
The Greater Chennai Corporation (GCC) has proposed a ₹98.25-crore overhaul of its Integrated Command and Control Centre (ICCC), a five-year project that will bring a wider network of cameras, rain gauges and flood sensors under one civic monitoring system. The plan is being readied ahead of the Northeast monsoon.
The proposal covers the operation, maintenance and upgrading of the existing ICCC, along with the integration of additional infrastructure under ICCC 2.0 through a single system integrator over five years.
Under the expansion, the total number of cameras will rise to 1,256. The existing system has 668 cameras — 400 box cameras, 100 pan-tilt-zoom cameras, 100 solid waste management cameras and 68 flood cameras. ICCC 2.0 will add 588 cameras, including 446 solid waste management or intelligent cameras and 142 surveillance cameras.
The upgraded system will also have 18 environmental sensors and 65 rain gauges. Of these, 30 rain gauges are part of the existing infrastructure and 35 are proposed under ICCC 2.0.
The existing setup includes 46 flood sensors and 100 variable message displays (VMDs), with one more VMD proposed. ICCC 2.0 will add 40 flood-o-meters, 159 Internet of Things-based monitoring systems for GCC-owned pumps, 57 enforcement vehicle GPS units, 17 automated boom barriers and 50 smart poles. Three regional ICCCs are also proposed.
The ICCC was set up under the Smart City Mission and has been functional since 2020. Its original operation and maintenance contract covered 20 quarters and ended in November 2025. A temporary arrangement has been made for operation and maintenance from June 1 to November 30, 2026.
The proposed ICCC 2.0 is expected to provide dashboards, analytics, an early warning system and a decision support system, besides cloud and connectivity infrastructure, cybersecurity, data protection and operational support. Departmental data integration and APIs, facility management, technical and application support, help desk services and service-level monitoring will also form part of the proposed contract.
The financial implication of the proposal is ₹98.25 crore for five years, including ₹1.90 crore towards one-time expenditure and ₹96.36 crore towards recurring expenditure. The final value will be determined through an open competitive tender.
