China unveils 2030 oil and gas infrastructure roadmap

China's 15th Five-Year Plan sets 2030 goals for LNG imports, gas storage, and pipeline connectivity.

China has published its 15th Five-Year Plan for the oil and gas sector, outlining a series of infrastructure targets to be achieved by 2030. The plan, released on Monday, focuses on expanding import capacity and strengthening domestic supply networks.

A key goal is to raise LNG receiving capacity to 200 million tonnes per year by the end of the decade. The plan also calls for natural gas storage capacity to exceed 13 percent of national consumption, a measure aimed at improving supply security.

On the import side, China aims to build capacity for 114 billion cubic metres of natural gas per year through onshore pipelines. The plan identifies specific projects to advance, including the Hainan–Guangdong gas pipeline and the Lianyungang–Yizheng crude oil pipeline. It also lists the Wen 23–Anqing gas pipeline and outbound pipelines from LNG terminals such as Beihai for accelerated construction.

To integrate domestic production, the plan supports connecting natural gas, coal-to-gas, and coalbed methane supplies to the national trunk pipeline network. This includes building the Zhundong coal-to-gas transmission pipeline and the Yuncheng–Sanmenxia pipeline.
