China Unveils Plan to Expand Agricultural Insurance, Citing Food Security

China released a plan to strengthen agricultural insurance, expanding coverage for staple grains and livestock to stabilise farmer incomes and bolster food security.

China has released an implementation plan aimed at strengthening its agricultural insurance system, with the stated goals of stabilising farmers' incomes and reinforcing food security.

The plan, published on the finance ministry's website, calls for broadening the reach of full-cost insurance and planting-income insurance for rice, wheat, corn and soybeans.

It also seeks to reinforce risk coverage for crop-sector products, naming staple grains, cotton, oilseeds, sugar crops and rubber among the categories to be included.

Additional insurance support is envisaged for potatoes, rapeseed, peanuts, sugar beets and highland barley, as well as for the production of rice, wheat and corn seeds.

On the livestock side, the plan calls for improving insurance through tracking technology and for dynamically adjusting coverage levels for breeding sows, fattening pigs and dairy cattle. It further encourages differentiated risk-protection plans tailored to different farming models.

The measures together outline a widening of the insurance safety net across both crop and livestock production, as authorities look to shield agricultural output and rural livelihoods from risk.
