China and Philippines Trade Barbs Over South China Sea Ruling at Seoul Forum

A diplomatic spat has erupted between China and the Philippines following a sharp exchange at an international defense forum in Seoul. The dispute centers on a 2016 international arbitration ruling that rejected China's expansive maritime claims in the South China Sea, a decision Beijing has consistently refused to recognize.

During the Seoul Defense Dialogue on Tuesday, Philippine Defense Secretary Gilberto Teodoro Jr. publicly criticized Beijing's stance. He claimed he was handed a note on stage that reiterated China's position that the arbitration award is "illegal, null and void." Teodoro dismissed the note as disrespectful to both international law and the forum's South Korean hosts, describing it as evidence of China's "desperation." He characterized Beijing's conduct as "actual coercion, bullying and aggression," moving beyond what he termed a "grey zone."

In response, Chinese Foreign Ministry spokesperson Mao Ning told reporters in Beijing on Wednesday that China's position on the arbitration case is "clear and consistent." She accused the Philippine side of distorting and abusing the dispute settlement mechanism under the United Nations Convention on the Law of the Sea (UNCLOS). Mao urged "relevant people in the Philippines to stop seeking attention and stirring up trouble," and to cease actions that undermine bilateral relations and regional stability.

The war of words underscores persistent tensions in the disputed waters. These tensions have been heightened by recent confrontations, including an incident in July where Manila accused Chinese Coast Guard personnel of injuring a Filipino sailor.
