
China Unveils 2030 Funding Blueprint for Rural Revitalisation
China's new plan aims to create a sustainable rural investment system by 2030, blending fiscal, credit, insurance, and private capital.
China has announced a comprehensive plan to strengthen funding for rural revitalisation, with a target of establishing a more sustainable and efficient investment system by 2030. The initiative, unveiled on Monday, seeks to combine fiscal support, credit, insurance, bonds, and private capital to bolster food security and modernise rural regions.
The agriculture ministry stated that the plan prioritises agriculture and rural areas in budget allocations and calls for increased compensation for major grain-producing regions. Local governments will be permitted to use eligible proceeds from special and general bonds for rural infrastructure, industrial development, and public-service projects.
Banks are encouraged to expand lending to major grain- and seed-producing counties, with financing directed towards grain production, supply security, rural industries, infrastructure, and agricultural technology innovation. The plan also promotes loans backed by livestock, farm machinery, agricultural facilities, and warehouse receipts.
Agricultural insurance will be broadened to include full-cost and planting-income coverage for staple crops such as rice, wheat, corn, and soybeans. Loan guarantees and risk-sharing mechanisms for agricultural borrowers are also set to be improved.
Private capital is encouraged to participate through rural revitalisation funds and other market-based channels. The plan supports bond issuance, listings by eligible agricultural firms, and infrastructure real estate investment trusts (REITs). Rural collectives are urged to better utilise land, assets, and resources, including through partnerships with businesses on renewable-energy projects.
Stronger oversight of rural investment projects and related funding is also part of the plan.
