China's UN Envoy Warns Against Politicizing AI at Security Council

China's Permanent Representative to the United Nations, Fu Cong, used a Security Council high-level meeting on artificial intelligence and international security to caution against what he described as the politicization and instrumentalization of technology, warning that such trends carry consequences for global stability.

Addressing the session in New York, Fu said countries should deepen solidarity and cooperation, give equal weight to development and security, and guide AI toward uses that benefit humanity and support world peace, stability, development and prosperity.

He argued that every country has the right to independently choose AI technologies, products and services according to its own needs and market principles. The formation of exclusive small circles in the technology field, he said, and pressure on countries to take sides amount to politicizing and instrumentalizing science and technology issues.

According to Fu, such practices serve the efforts of a handful of major powers to monopolize technological advantages and pursue digital hegemony. He warned that this holds back global technological progress, undermines the development rights and interests of all countries — particularly small and medium-sized ones — and raises the risk of fragmented technical standards and mutually incompatible systems.

Those divisions, he added, plant major hidden dangers for global security.

The meeting was held at UN Headquarters in New York.
