CIC Recommends Paper-Wise Disclosure of UPSC Marks

The Central Information Commission has recommended that marks obtained by candidates in the Union Public Service Commission examinations be disclosed paper-wise. The recommendation was prompted by the Department of Personnel and Training's inability to produce any formal record explaining why the practice of disclosing such marks was discontinued from 2018 onwards.

The Commission's view centres on the absence of documented reasoning behind the change. When the Department was asked to account for the shift, it could not point to any official record that justified ending the earlier practice of releasing marks in a paper-wise format.

The recommendation, if accepted, would restore a greater degree of transparency in the examination process. Paper-wise marks allow candidates and the public to see how performance was distributed across individual subjects rather than only in aggregate form.

The matter now rests with the authorities concerned, who will decide whether to act on the Commission's recommendation and resume the disclosure of marks in a paper-wise format.
