Delhi Tops NITI Aayog's Electric Mobility Index 2025 With Score of 84

Delhi has retained its position as the country's leading state or Union Territory on electric mobility, scoring 84 in the second edition of NITI Aayog's India Electric Mobility Index (IEMI) 2025. The government think tank released the findings on Wednesday, assessing how states and Union Territories are progressing on transport electrification, charging infrastructure and EV research.

Delhi improved on its previous score of 77, widening its lead at the top. Maharashtra held on to second place with 78, up from 68 in the earlier edition, while Karnataka came third with 73. Chandigarh (71) and Goa (65) completed the top five.

Among Large States, Maharashtra and Karnataka were the strongest performers. Manipur led the Hilly and Northeastern States category with a score of 46. In the Union Territories and City States group, Delhi, Chandigarh and Goa outperformed their peers, though this category also showed the widest spread, with more than 70 points separating the best and worst performers.

Performance varied across the three themes the index measures. Only Delhi, Chandigarh and Maharashtra made it to the Top Performer category for Transport Electrification Progress, while 14 of the 36 jurisdictions were classified as Aspirants. Charging Infrastructure Readiness was comparatively stronger, with Karnataka recording the highest national score of 97 and six states and Union Territories emerging as Top Performers. EV Research and Innovation Status showed the greatest divergence, with nine Top Performers and 17 Aspirants.

The report noted that Delhi, Maharashtra, Karnataka and Chandigarh have been consistent top rankers across the 2024 and 2025 editions. Some states and Union Territories slipped in the rankings even as their scores held steady or improved, pointing to stronger overall performance nationwide. Madhya Pradesh stood out for its climb from 23rd place to seventh.

Progress, however, remains uneven. Several states and Union Territories saw declines in both rank and score, and the report observed that charging rollout and EV adoption are advancing at different speeds across the country.
