Dholera Builds Civic Ecosystem to Back India's Semiconductor Push
Dholera is developing hospitals, schools, housing and civic amenities alongside its semiconductor cluster, with six of India's twelve approved chip projects based in Gujarat.
A semiconductor fabrication plant is only one piece of a functioning chip hub. Clean rooms and production lines depend on a wider support system — hospitals, schools, housing, emergency services and commercial spaces — that allows companies and their employees to settle in for the long term. At Dholera in Gujarat, that supporting layer is being built in parallel with the semiconductor manufacturing cluster.
Gujarat has become a focal point of India's semiconductor drive. Six of the twelve semiconductor manufacturing projects approved under Semicon India 1.0 are located in the state. Nationally, these projects carry cumulative investment commitments of more than ₹1.64 lakh crore and cover fabrication, compound semiconductors, display technologies and advanced packaging.
Speaking at a panel on investment facilitation and ease of doing business at SEMICON India 2026, Neha Kumari, Mission Director of the Gujarat State Electronics Mission, described how Dholera is developing this civic infrastructure alongside the industrial cluster.
Healthcare is a priority. A 200-bed hospital is under construction, with completion targeted for December 2026, and is expected to be run by the Gujarat government. Work is also progressing on emergency standard operating procedures and coordination arrangements with relevant agencies.
On education, a school following the International Baccalaureate curriculum is being set up in the township. The building is ready and the project is targeted for completion around October 2026, with discussions ongoing with private operators to run it.
Accommodation for professionals and investors is also being developed, with a dedicated investor facility slated for completion by the end of September 2026. Other civic works are moving ahead as well: a fire station has been finished and a food court was completed in July 2026. Residential and commercial developments are under way, with completion projected between mid-2027 and the end of 2027. A Tent City has been completed, with vendors in the final stages of securing approvals to begin operations, while a hotel is under construction.
Together, these projects reflect a shift in how large industrial investments are planned. A semiconductor facility needs not just advanced manufacturing infrastructure but also an environment that can support a specialised workforce and the families accompanying it. Much of the activity on the ground has taken place over the past one-and-a-half to two years, indicating the pace at which Dholera's support infrastructure is being developed.
The approach extends beyond any single facility. Hospitals deliver healthcare, schools support families, accommodation houses incoming professionals and investors, and emergency and commercial infrastructure keep an industrial township running. With six chip projects in Gujarat, the state is becoming central to India's semiconductor journey — and at Dholera, that journey is being accompanied by the ecosystem that surrounds the factory floor.
