ED Raids on Satish Jarkiholi Put Congress's Valmiki Leadership in Spotlight

The Enforcement Directorate's (ED) searches on Wednesday at locations linked to Karnataka's Public Works Minister, Satish Jarkiholi, have brought the scrutiny of central investigating agencies back into focus for the Congress party. Jarkiholi is the third prominent Valmiki community leader from the Congress to face such action in recent years.

Earlier, Congress MLA B. Nagendra was arrested by the ED in July 2024 in connection with the Valmiki corporation money-laundering case. The agency has since filed a prosecution complaint, and the CBI has also filed a chargesheet against him. In a separate instance, former Minister and Congress MLA K.N. Rajanna was questioned by the ED in 2019 regarding certain loan transactions during his tenure as chairman of the Karnataka State Cooperative Apex Bank. Rajanna had then maintained that the questioning did not constitute a personal probe.

Politically, Jarkiholi is considered the most consequential of the three. He commands a significant organisational and electoral base in northern Karnataka and is one of the Congress's most prominent Scheduled Tribe faces in the state. His importance within the Valmiki/ST leadership makes the latest development particularly significant for the party. A widening of the investigation could potentially weaken a key community leader and create a leadership vacuum.

The timing of the searches is also notable, as the Bharatiya Janata Party (BJP) has launched a padayatra to Ballari and is targeting the Congress government. The developments could provide the BJP with an opportunity to build a narrative around the vulnerability of the Congress's Valmiki leadership.

In response, the Congress has alleged that the ED is being "politically misused" and that central agencies are selectively targeting prominent leaders from marginalised communities. Chief Minister D.K. Shivakumar has linked the action against Jarkiholi to the earlier case against Nagendra. He noted that the Congress had won a historic number of seats reserved for STs in 2023 and alleged that the BJP, unable to digest this, is using central agencies to target ST leaders. He expressed confidence that the action would backfire on the BJP, also pointing to the targeting of Home Minister Priyank Kharge in the alleged KPSC scam and asserting that the BJP is targeting all Dalit leaders.
