EU Plans Emergency Border Framework for Sudden Migrant Inflows
European Commission to propose emergency framework allowing temporary flexibility in asylum procedures during exceptional migrant surges.
The European Commission will put forward an emergency framework designed to guard against abrupt, large-scale arrivals of migrants, Commission President Ursula von der Leyen announced on Wednesday.
Speaking during her state of the union address in Strasbourg, von der Leyen said the mechanism would address situations where mass movements of people are deliberately orchestrated. She described such flows as "engineered and weaponised."
The proposed European Emergency Response Framework would be triggered only under a narrowly defined set of conditions. Once activated, it would permit temporary and limited deviations from standard procedures in exceptional circumstances.
Von der Leyen said recent events over the summer had exposed gaps in the bloc's existing toolkit. "Europe needs the means to protect its borders at all times," she said, while stressing that the EU would continue to uphold its values and fundamental rights.
She added that border protection would not be compromised. The framework is intended to offer protection in strictly defined situations, balancing emergency flexibility with the union's legal and humanitarian commitments.
