Reported Rape of Minor Girls Nearly Quadruples in a Decade as Convictions Stay Low

Reported cases climb sharply over a decade
Official crime data show a steep rise in the number of minor girls recorded as victims of rape in India. Police registered 10,934 such victims in 2015; by 2024 the figure had reached 43,675, an increase of roughly four times. The annual count has moved upward in almost every intervening year.
Part of the increase may reflect greater reporting and awareness of child sexual abuse. Even so, the scale of the numbers points to a persistent problem, despite tougher laws and sustained public attention.
Rape dominates sexual offences against minor girls
Between 2020 and 2024, authorities recorded 1.83 lakh girl child rape victims, the largest share among the major offences tracked under the POCSO framework. Sexual assault, which does not involve penetration, was the second-largest category with 96,505 victims. Sexual harassment accounted for 12,807 victims, pornography-related offences for 2,924, and other sexual offences for 3,034.
Rape alone made up close to two-thirds of all victims across these categories during the five-year period.
Teenagers face the greatest risk
The age breakdown shows adolescent girls are the most exposed group. Those aged 16 to 18 accounted for 94,503 rape victims between 2020 and 2024, while the 12-16 bracket recorded 70,442. The two groups together represent nearly nine in every ten victims in the dataset, suggesting that vulnerability rises sharply as girls enter their teenage years.
The accused is usually known to the child
In 2024, 97 per cent of girl child rape cases involved a person known to the victim. Friends, partners who had promised marriage, relatives, neighbours and family members made up the bulk of the accused. Strangers figured in only a small share of cases, underlining that the danger often lies within a child's immediate social circle rather than outside it.
Justice remains slow
Conviction rates in girl child rape cases stood at 30 per cent in 2024, while 86 per cent of cases remained pending. The pattern is long-standing: for much of the past decade, convictions have hovered near 30 per cent and pendency above 85 per cent, even with fast-track courts designated for POCSO matters. Many families continue to wait years for a resolution.
Wide variation across states
Crime rates for girl child rape differ markedly between states. Meghalaya recorded the highest rate in 2024 at 20.4 cases per lakh population, followed by Sikkim at 16.4 and Mizoram at 16.1. Tamil Nadu (13.6) and Assam (12.3) completed the top five. Several Northeastern states featured among the highest, while larger states such as Uttar Pradesh (3.1), Bihar (1.7) and Rajasthan (4.0) reported lower rates.
The recent rape incidents in Delhi have renewed concern about the safety of minor girls. The wider data suggest the challenge is structural: reported victims have nearly quadrupled in ten years, teenagers form the largest group of victims, most accused are known to the child, and a large number of cases remain stuck in the justice system.
