IAEA Board Reports Iran to UN Security Council in Rare Move

The International Atomic Energy Agency's (IAEA) board of governors has voted to report Iran to the United Nations Security Council for violating its non-proliferation commitments — the first such referral in two decades. The decision, taken at a closed-door meeting in Vienna on Wednesday, passed with 23 votes in favour, three against, and eight abstentions. Russia, China, and Niger opposed the measure.

The resolution builds on a previous board decision from June last year that found Iran in "non-compliance" with its safeguards obligations. That earlier finding, made just before Israel and later the United States launched strikes on Iranian nuclear sites, concerned Iran's failure to explain uranium traces discovered at undeclared locations. The new resolution formally requests the IAEA Director General to transmit the relevant documents to the Security Council and the UN General Assembly.

While the Security Council is unlikely to impose concrete measures — given that Russia and China hold veto power — the move marks a sharp escalation in the diplomatic standoff between Tehran and Western nations. Iran had warned on Monday that it would retaliate if the resolution passed.

Separately, tensions have risen over IAEA access to nuclear facilities that were bombed by Israel and the United States, adding a fresh layer of friction to the long-running dispute over Iran's atomic programme.
