India Defends Energy Security as U.S. Tariff Bill Targets Russian Oil Buyers

India has reiterated its commitment to securing energy supplies for its population, stating it will continue to purchase from a range of sellers in line with market conditions. The position was set out hours after the United States moved to penalise buyers of Russian oil and gas.

New Delhi also disclosed that it had cautioned Washington that such measures could affect the relationship between the two countries.

The development followed the passage of a broad sanctions and tariff bill by the U.S. House of Representatives, aimed at intensifying economic pressure on Russia over its invasion of Ukraine. The legislation would authorise U.S. President Donald Trump to impose tariffs of up to 100% on countries, including India, to curb their reliance on Russian oil and gas, and to expand sanctions on Iran. The bill now goes to the president for signature.

India's foreign ministry said it had taken note of the bill's passage. It added that New Delhi had raised the matter with various U.S. interlocutors in recent months and had clearly conveyed the possible consequences for bilateral relations and the international energy market.

The ministry said India had made clear its resolve to take all necessary steps to safeguard its trade and economic interests, and that the government would work closely with trade and industry bodies to address the implications of the legislation.

India is the world's third-largest oil importer and among the biggest purchasers of Russian crude. Those purchases are seen as helping Moscow replenish its budget since the 2022 invasion of Ukraine and the imposition of sweeping Western sanctions.

New Delhi has consistently resisted pressure to reduce its oil trade with Russia, arguing that its large population and economy require secure, affordable and reliable energy supplies.
