India's Solar Boom Hits Grid Limits as Clean Power Goes Unused

India's solar expansion faces grid bottlenecks, leading to curtailment of clean power even as demand soars.

India's rapid solar expansion is hitting a critical bottleneck: the grid cannot absorb all the clean power it generates. In the last 15 months, nearly 11 terawatt-hours of solar generation—enough to power about 10 million homes—was curtailed, according to government data and analysis by energy think tank Ember. This waste occurred even as extreme heat and poor monsoon rains drove up demand for cooling and agricultural pumping.

India, the world's most populous nation and a major emitter, has over 300 gigawatts of clean power capacity, more than half its total installed capacity. Yet coal still dominates electricity generation. The core issue is curtailment: when solar output peaks in the afternoon, grid operators order plants to reduce generation because transmission lines and storage are insufficient.

"We're in a stage where some of the biggest hurdles in renewables are starting to hit us," said Neshwin Rodrigues, an energy analyst at Ember. Coal plants are inflexible and cannot ramp down quickly, making it difficult to accommodate solar surges. "Trying to make thermal power plants flexible... is like asking an elephant to dance," said Vinay Pabba, CEO of Vibrant Energy.

Western India, particularly Gujarat and Rajasthan, accounts for nearly half of the country's solar capacity, leading to congested transmission corridors. "When solar peaks, usually in the afternoon, there is a limited pipe to evacuate it," Pabba added.

Experts warn that without rapid storage deployment, India risks keeping coal plants running even when cheap renewable power is available. India has achieved only about 80% of its annual transmission construction targets over the past five years, per Ember research. Building new power lines can take at least three years, while solar farms can be completed in two. Batteries offer a faster solution, but India's storage capacity remains far below what planners say is needed—about 3 gigawatts of battery storage and 7.4 gigawatts of pumped storage, against a projected need of 74 gigawatts by 2032.

A study by the India Energy and Climate Center at UC Berkeley found that renewable power backed by batteries can provide reliable electricity at a lower cost than new coal plants. "If we try to increase the solar installations without solving for energy storage, it is only going to lead to curtailment," said Ankit Mittal, CEO of Ingro Energy.

Industry stakeholders admit the demand surge, driven by electrification and data centers, caught them off guard. "None of us saw it coming. If we had seen it coming, we would have probably planned our way around it," said Pabba. As India aims for 500 gigawatts of clean capacity by 2030, the challenge of integrating renewables will only intensify.
