
ISRO says private participation will expand space ecosystem, not shrink its role
ISRO clarifies that private sector entry complements its work, as it focuses on advanced missions while industry scales mature systems.
The Indian Space Research Organisation (ISRO) has issued a statement clarifying that the growing role of private players in India's space sector will not diminish its own standing. The agency said it will continue to be the country's principal institution for advanced space research and development.
The clarification comes in the wake of concerns raised by key employee associations, who had written to ISRO Chairman V Narayanan seeking clarity on the direction of the privatisation drive and its implications for the existing workforce.
ISRO said the opening up of the sector, guided by the Indian Space Policy 2023 and a progressive foreign direct investment policy, is intended to build a larger and more competitive domestic space ecosystem. It described the reforms as an expansion of the ecosystem and a multiplication of capabilities, rather than privatisation.
According to the statement, industry, start-ups, and academia are being enabled to participate across the space value chain, complementing ISRO's strengths. The agency said it will increasingly focus on frontier areas such as advanced research, human spaceflight, next-generation launch systems, deep-space and planetary missions, and strategic national capabilities.
Meanwhile, mature and routinely manufactured systems, including production of established launch vehicles and satellites, can be scaled through industry or public sector undertakings via competitive processes. This, ISRO said, would free up its scientific manpower for next-generation technologies.
The agency outlined national ambitions that include establishing the Bharatiya Antariksh Station by 2035, an Indian crewed mission to the Moon by 2040, and developing reusable launch systems. It noted that these technologically demanding missions require ISRO to remain focused on advanced research that cannot be substituted by commercial activity.
ISRO also pointed to the scale of India's space economy, currently estimated at around $8.4 billion, which it aims to grow to $44 billion by 2033. The agency said achieving that scale requires private capital, industrial capacity, entrepreneurship, and global market access, alongside government resources.
