Five booked in J&K for forged teacher appointment, transfer orders

The Economics Offences Wing of the Jammu and Kashmir Crime Branch has filed a chargesheet against five individuals in connection with a case involving forged appointment, transfer, and relieving orders in the Education Department. The chargesheet was submitted before the Court of Chief Judicial Magistrate in Budgam.

The accused have been identified as Nisar Ahmad Bhat, Shakir Gull, Sheikh Ruhail Ahmad, Mohammad Ayaz Rather, and Tanveer Ahmad Rather.

The case came to light following a communication from the Director of School Education Kashmir. It was reported that three individuals had joined as teachers in Zone Nagam, Charar-i-Sharief, Budgam, based on purported transfer or adjustment orders allegedly issued by the Director's office.

An investigation revealed that the documents in question carried forged signatures, order numbers, and dispatch or endorsement numbers. Records obtained from the Zonal Education Officer in Nagam and the Chief Education Officer in Budgam confirmed that the three individuals had indeed been transferred or adjusted based on these fabricated papers.

Further verification from the Directorate established that its order book had been closed as of December 31, 2019, proving the order and endorsement numbers to be fictitious. The investigation also found that the three accused individuals had never been appointed anywhere within the Education Department.

It was further discovered that Bhat, a teacher, and Gull acted as facilitators. Bhat is alleged to have arranged the means and machinery for the fabrication and printing of the forged official documents. The investigation concluded that the allegations were substantiated, leading to the presentation of the chargesheet for judicial determination.
