Kerala urged to strengthen support systems for gender non-conforming children

Gopi Shankar Madurai, the National Human Rights Commission's special monitor for transgender and LGBT rights, met with officials of the Kerala State Commission for Protection of Child Rights on Thursday to press for a more attentive policy framework for gender non-conforming children (GNCC).

During the visit, Madurai argued that such children should not be categorised as transgender but should instead be understood through the medical lens of differences of sex development. He called on the state's Health department to maintain a separate register for their births, enabling early and appropriate recognition.

Madurai also recommended a package of measures, including financial assistance, dedicated shelter homes, and genetic counselling for GNCC children. He stressed that any violation of their rights should be treated with seriousness and urged the authorities to draft clear guidelines on the matter.

The state child rights commission responded by assuring Madurai that it would plan concerted efforts in areas where intervention is feasible. The meeting was attended by the commission's acting chairperson Cicily Joseph, members Wilson F., K.K. Shaju, Shajesh Bhaskar P., and Jalajamol T.C., along with registrar T.P. Komalavalli.
