Kerala's New Senior Citizens' Welfare Department Takes Shape
Kerala's new Department of Senior Citizens' Welfare is becoming operational, with key posts redeployed and a range of welfare initiatives proposed.
The newly formed Department of Senior Citizens' Welfare in Kerala, a key initiative from the UDF government's first Budget, is moving towards full operational status. The General Administration department has issued orders to redeploy personnel, including Additional Secretary, Under Secretary, Section Officer, and Assistant roles, from existing departments to the new wing.
The state has allocated ₹10 crore in the Budget for the department's functioning and its welfare schemes. Proposals on the table cover senior citizen protection, healthcare, social security, and productive ageing. The move comes as Kerala's population ages rapidly, bringing new social and economic challenges.
The government's vision extends beyond traditional welfare assistance. It aims to build a comprehensive programme for the elderly, with the 'silver economy'—economic activities tied to the needs, skills, and purchasing power of older people—as a key focus area.
The department will oversee laws related to senior citizens, implement the state's senior-citizen policy, and manage the Kerala State Commission for Senior Citizens and elderly care homes.
Efforts are underway to establish a state-level directorate, district offices, and a State Governing Council. A comprehensive state-wide survey on senior citizens is also planned.
A proposed 24-hour helpline will be backed by Rapid Response Teams, led by Field Response Officers, to deliver emergency services. Other initiatives include a State Technical Advisory Committee, Senior Citizen Facilitation Desks in local bodies, and a dedicated services portal featuring an Elder Vulnerability Register and a Kerala Care Workforce Register.
Plans are in the final stages for District Senior Citizen Cells in all 14 collectorates, a Dementia-Friendly Kerala initiative, and neighbourhood support networks for the elderly with Kudumbashree's help.
