Biometric Aadhaar Check Becomes Must for Subsidised LPG Refills from October 1
From October 1, 2026, domestic LPG consumers must complete Biometric Aadhaar Authentication to book subsidised refills; nearly 90% already have.
Domestic cooking gas consumers will need to complete Biometric Aadhaar Authentication (BAA) to book refills at the regulated retail selling price with subsidy, with the requirement taking effect from October 1, 2026.
The Ministry of Petroleum & Natural Gas said consumers who have already finished the process need not do anything further. As of September 19, about 27.43 crore active domestic LPG consumers — roughly 89.9 per cent — had completed the authentication.
Ways to complete the process
Those yet to finish can do so through more than one route. The authentication can be carried out at the time of delivery, with the delivery person using the oil marketing company's mobile application. Consumers can also visit their distributor's showroom to complete it.
A third option is self-authentication from home through the official apps of the oil marketing companies — IndianOil ONE for Indane customers, HelloBPCL for Bharatgas users and HP PAY for HP Gas consumers. Video tutorials for completing self e-KYC are available on the Pradhan Mantri Ujjwala Yojana portal.
If authentication is not done
Consumers who are unwilling or unable to complete the biometric check will not be cut off from supplies. They must, however, register their choice through their oil marketing company's digital channels, such as the consumer web portal, mobile app, WhatsApp chatbot or IVRS.
Such households will receive LPG at the applicable market price without subsidy, in 5 kg or 10 kg cylinders, subject to availability.
Why the step is being taken
The ministry said the authentication is meant to ensure that subsidised LPG reaches genuine consumers. It is also expected to help flag duplicate or ineligible connections and curb the diversion of subsidised domestic cylinders to commercial or industrial users. The government maintained that the exercise is not intended to deny LPG to genuine households and that multiple options exist to complete it.
Subsidy position
Domestic LPG is currently sold below cost. The implicit subsidy stood at about Rs 210 per 14.2 kg cylinder in September 2026, down from Rs 721 per cylinder in June 2026. Public sector oil marketing companies have been compensated to help keep domestic LPG affordable.
