
Maharashtra Plans Legal Framework for Tokenising Land Assets
Maharashtra CM Fadnavis announced plans for the DELTA Act to legally enable blockchain-based tokenisation of land and immovable assets.
Maharashtra is preparing a legal framework to enable blockchain-based tokenisation of land and other immovable assets, Chief Minister Devendra Fadnavis announced on Wednesday at the Global Fintech Fest 2026 in Mumbai.
The proposed legislation, named the Maharashtra Digitization and Exchange of Land Token Asset (DELTA) Act, aims to create the legal architecture for converting physical property into tradeable digital tokens. Fadnavis stressed that the initiative is designed to unlock productive capital rather than fuel speculation.
"For us, tokenization is not about speculation, it is about unlocking productive capital, bringing transparency, improving liquidity, and converting dormant wealth into economic opportunity," he said.
The Chief Minister linked the move to India's digital payments success story, suggesting that next-generation fintech should follow the UPI model of democratisation. "UPI democratized transactions. The next generation of fintech must democratize credit, intelligence, ownership, and opportunity," he added.
Speaking at the same event, Kris Gopalakrishnan, Chair of GFF 2026 and Infosys founder, underscored the importance of building digital financial infrastructure around inclusion, interoperability, and trust. He attributed UPI's success to its design as public infrastructure that was open, low-cost, and inclusive from inception.
The four-day fintech gathering is focusing on emerging technologies including agentic AI, tokenisation, and quantum computing, which are expected to shape the future of financial services.
