1.85 lakh voters removed from Manipur, Sikkim electoral rolls after revision
Manipur and Sikkim published final electoral rolls after deleting 1.85 lakh voters, citing deaths, shifts, and verification failures.
The final photo electoral rolls for Manipur and Sikkim, published on Sunday, show a combined reduction of 1.85 lakh voters following the special intensive revision (SIR) exercise mandated by the Election Commission of India.
Manipur's electorate now stands at 19,60,620, down from 20,93,076 before the exercise began — a net deletion of 1,32,456 names, or about 6.3% of its voters. Sikkim saw a sharper proportional cut: 52,614 names were removed from its rolls, reducing the electorate from 4,71,081 to 4,18,467, a decline of 11.2%.
In Manipur, the draft roll published on July 5 contained 19,34,399 electors. During the claims and objections period, authorities processed 96,985 claims and objections, adding 56,871 electors and deleting 30,650 from the draft. The CEO's office noted that 1,58,677 electors whose enumeration forms were not received were excluded from the draft — categorised as shifted (72,473), deceased (43,000), absent (34,740), duplicate entries (7,394), and other reasons (1,070).
The revision in Manipur took place against a backdrop of concern from Kuki-Zo groups that community members displaced since the ethnic conflict of May 2023 might lose their voting rights. The government had sought to allay these fears during the exercise.
Manipur's final roll shows a notable gender balance: female electors (10,06,962) outnumber males (9,53,350), yielding a ratio of 1,056 women per 1,000 men. The state also lists 308 third-gender electors.
In Sikkim, the draft roll had 4,33,294 electors. Of these, 3,61,159 (83.35%) were successfully mapped to previous electoral records, while 72,135 could not be mapped. The Election Commission's digital system flagged 52,384 mapped electors for "logical discrepancies".
Notices were issued to 1,24,519 electors — covering both unmapped and discrepancy categories — to appear for hearings. Following verification, 16,485 were found ineligible, and another 324 were removed through Form-7 due to death or change of address, bringing deletions during the claims process to 16,809. Subsequently, 1,982 electors were added back after successful claims, yielding the final figure of 4,18,467.
Sikkim's final roll comprises 2,12,534 male voters, 2,05,931 female voters, and two third-gender electors.
