Marandi urges cancellation of RINPAS Director ad, cites NMC rule violations

Leader of the Opposition in the Jharkhand Assembly, Babulal Marandi, has written to Chief Minister Hemant Soren demanding the withdrawal of an advertisement for the post of Director at the Ranchi Institute of Neuro-Psychiatry and Allied Sciences (RINPAS).

In his letter dated September 3, 2026, Mr. Marandi flagged what he described as serious errors in the advertisement issued on August 26, 2026, for the permanent appointment of a Director at the institute. He noted that the advertisement did not specify the required educational qualifications or eligibility criteria for the post.

Mr. Marandi pointed out that the institute has been managed by an 'Incharge Director' for several years, which he said has hampered smooth functioning, especially in financial matters. He added that while the Health Department's move to fill the post permanently was welcome, the process must adhere to the rules laid down by the National Medical Commission (NMC).

Citing Paragraph 5 of the NMC-notified gazette, Mr. Marandi stated that only individuals with a background in the 'Medical Faculty' are eligible for positions such as Director, Dean, or Superintendent. He alleged that a State government notification from October 14, 2024, framed separate rules for the RINPAS Director post, which included the non-medical faculty.

Mr. Marandi termed this move "impractical and inappropriate" and said it was contrary to NMC regulations. He alleged that the rules appeared designed to serve vested interests by facilitating the selection of a non-medical official. He urged that the head of a medical institution should be an experienced and senior medical practitioner with administrative acumen.

The BJP leader has demanded the immediate cancellation of the advertisement and the scrapping of the new recruitment rules formulated by the Health Department. He has also called for a fresh advertisement to be issued in line with NMC-prescribed criteria.
