Naidu Launches ₹11,359-Crore Urban Works Across 123 Andhra Local Bodies

Andhra Pradesh Chief Minister N. Chandrababu Naidu on Tuesday launched development works worth ₹11,359 crore across 123 municipalities and municipal corporations spread over 26 districts, describing the package as a landmark moment in the State's municipal history.

The foundation stones were laid from Kuppam, with elected representatives and municipal commissioners of all the urban local bodies joining through video conference. Municipal Administration Minister P. Narayana took part from Visakhapatnam.

Split across municipalities and GVMC

Of the total outlay, ₹7,469 crore has been earmarked for municipalities and ₹3,890 crore for the Greater Visakhapatnam Municipal Corporation. The Chief Minister said the government had prepared proposals for works worth ₹50,000 crore, including those already under way, and that their execution would reshape the State's infrastructure and logistics landscape.

Mr. Naidu said the works are being taken up under the Hybrid Annuity Model for the first time, a move aimed at ensuring that urban local bodies do not bear a financial burden.

What the package covers

The investment includes ₹4,656 crore for roads, ₹509 crore for parks, ₹247 crore for street lighting and ₹88 crore for central medians. Once completed, the programme is expected to deliver 2,165 km of roads, 502 parks, 210 km of central medians, 391 km of street lighting and 300 km of sewerage network, along with a plan to store water in reservoirs.

Mr. Naidu said TIDCO houses would be completed by 2027, and that pattas had already been distributed to 28,500 families in Visakhapatnam. The government, he added, was prepared to issue pattas wherever there were no objections.

Towns as growth engines

Calling towns the growth engines of the economy, the Chief Minister made a case for promoting the weekend economy, noting that people spend a large share of their income during weekends and that housing and transport account for a significant portion of urban spending. He cited the TIDCO housing programme and the Stree Shakti transport scheme as responses to this pattern, and said Jal Jeevan Mission works meant to supply round-the-clock safe drinking water would be finished on schedule.

On the Swachh Andhra Swarna Andhra initiative, Mr. Naidu said cleanliness drives had been pursued in mission mode for two years, with 143 lakh tonnes of garbage cleared statewide. Two waste-to-energy plants are operational and four more are nearing completion, he said, adding that solid waste was being processed through recycling.

He directed elected representatives and municipal commissioners to prevent sewage stagnation and to work towards making every municipality a Swarna municipality by 2047.

Attack on previous government

The Chief Minister criticised the previous YSR Congress Party government, alleging that 120 lakh tonnes of garbage had accumulated between 2019 and 2024 and that Centre-sponsored schemes such as the Jal Jeevan Mission were neglected, with funds left unutilised or diverted. He said his government had brought governance back on the development track after two difficult years.
