NCSC Seeks Punjab Report on Sangrur Man's Death, Chairman to Visit
NCSC has sought a detailed report from Punjab within five days on the death of Gulzar Singh of Sangrur, who alleged harassment before his death.
The National Commission for Scheduled Castes (NCSC) has formally taken cognizance of the death of Gulzar Singh, a resident of Sangrur district, and issued notices to the Punjab government. Acting under Article 338 of the Constitution, the Commission has directed the state's Chief Secretary and Director General of Police to submit a factual report and details of action taken within five days.
The case stems from a complaint filed by Sheetal Angural, former MLA and state president of the BJP SC Morcha. According to the complaint, Gulzar Singh had publicly questioned the state Finance Minister about the growing narcotics problem. A video circulated on social media before his death purportedly shows him claiming he consumed poison out of fear of the minister, while also naming certain village panchayat members in serious allegations.
NCSC Chairman Kishor Makwana termed the incident extremely serious and sensitive. He stressed that allegations made by name in a pre-recorded video warrant an impartial, independent, and high-level inquiry. The Commission has announced that Makwana will personally visit Sangrur on 10 September 2026 to examine the matter and verify the claims.
The Commission has stated its commitment to ensuring justice for the deceased's family and to protecting the constitutional rights of Scheduled Castes members.
