NHRC directs Delhi, UGC to prepare action plan on DU hostel crunch
NHRC has asked Delhi government and UGC to submit an action plan addressing the severe hostel shortage at Delhi University.
The National Human Rights Commission (NHRC) has issued a notice to the Delhi government and the University Grants Commission (UGC), directing them to formulate a concrete action plan to resolve the acute hostel shortage at Delhi University.
The development follows a complaint filed by a non-profit foundation in 2025, which brought the issue to the commission's attention. The complaint highlighted that Delhi University's existing hostel infrastructure is grossly inadequate for its approximately 72,000 undergraduate students.
According to the petition, this shortage forces a vast majority of students to seek accommodation in private rented premises across the city. This reliance on the private rental market significantly inflates their living costs and adversely impacts their overall well-being and academic experience.
The NHRC's notice marks a formal step in addressing what it views as a matter affecting the fundamental rights of students. By involving both the state government and the UGC, the commission is seeking a coordinated response to develop a sustainable solution for the university's housing deficit.
