Norway seizes Russian cruise ship in Arctic to enforce Naftogaz award

Norwegian authorities have seized a Russian-owned vessel in the Arctic to enforce a $4.22 billion compensation award granted to Ukraine's state energy firm Naftogaz. The ship, the Professor Molchanov, was taken into custody off the Svalbard archipelago following a 24-hour operation by the Norwegian Coast Guard, according to the law firm representing Naftogaz.

The seizure stems from a long-running legal dispute over Russia's expropriation of Naftogaz assets in Crimea following the 2014 annexation. An international tribunal in The Hague ruled in April 2023 that Moscow must pay the sum plus interest and legal costs, but Russia has not complied.

Naftogaz's acting CEO, Sergii Fedorenko, said Russia cannot escape responsibility simply by refusing to honour an international arbitral award. The company's legal team had tracked the Professor Molchanov, a commercial cruise vessel, for months before applying to a Norwegian court to arrest the ship upon its arrival near the Russian mining settlement of Barentsburg.

The Nord-Troms and Senja District Court approved the application on Monday, directing the governor of Svalbard to enforce the order and ensure the vessel was not moved. The governor's office confirmed the ship is now being held on the archipelago.

Russia's Foreign Ministry has denounced the action as "piracy," and Moscow is appealing the process, arguing that no notice was given. Naftogaz, meanwhile, says it is coordinating enforcement efforts across multiple jurisdictions, including the United States, France, the United Kingdom, and Finland, where Russian assets have been frozen. The company has vowed to continue pursuing Russian assets worldwide until the compensation is fully paid.
