Norway Seizes Russian Ship to Enforce $4.22 Billion Crimea Award
Norwegian court orders seizure of Russian vessel Professor Molchanov to enforce Naftogaz's $4.22 billion arbitration award for Crimea assets.
Norwegian authorities have detained a Russian-owned vessel at the request of Ukraine's state energy company Naftogaz, in a move to enforce a multi-billion-dollar arbitration award against Russia. The seizure was ordered by the Nord-Troms and Senja District Court on August 31, according to Naftogaz.
The vessel, named Professor Molchanov, is owned by Russia and has been used for commercial expedition cruises, including trips to the Norwegian archipelago of Svalbard. Under the court order, the ship cannot leave its current location, and the Governor of Svalbard is required to take measures to prevent its movement.
The legal action stems from Russia's annexation of Crimea in 2014, when Moscow expropriated Naftogaz property. In April 2023, a tribunal in The Hague ordered Russia to pay Naftogaz $4.22 billion plus interest and legal costs as compensation, but Russia has not complied.
Naftogaz Acting CEO Sergii Fedorenko said, "Russia cannot evade responsibility simply by refusing to comply with an international arbitral award." The company added that it will continue to pursue Russian assets worldwide until the compensation is paid.
Naftogaz is coordinating enforcement efforts across several jurisdictions, including the United States, France, the United Kingdom, and Finland, where Russian assets have already been frozen. Russia is appealing the process, arguing that no notice was given.
