A newly released National Park Service report has endorsed the construction of a 250-foot-tall memorial arch championed by President Donald Trump, even as it concedes the structure will disrupt the carefully preserved sightlines connecting several of Washington's most iconic landmarks.
The report, made public on Friday, assesses the proposed location adjacent to Memorial Bridge. It finds that the arch's height and placement will likely have an adverse effect on the historical significance of dozens of nearby sites, including the Washington Monument and the Lincoln and Jefferson memorials.
Washington's monumental core has been deliberately planned over decades, with buildings and memorials positioned to create symbolic sightlines that reflect key moments in the nation's history. The new structure would interrupt these visual connections, according to the federal review.
Despite this acknowledged impact, the report argues that the very sensitivity of Memorial Circle from a preservation standpoint is what makes it the historically appropriate site for the undertaking. It concludes that the project's effects cannot be fully avoided without either moving the arch away from the identified location or eliminating its principal commemorative feature, both of which would undermine the project's stated purpose and need.
