Kerala PCB seeks answers from FACT over froth in Periyar
Kerala PCB has asked FACT to explain suspected industrial discharge into Periyar after froth and elevated oil-grease levels were found near Edayar.
The Kerala State Pollution Control Board (PCB) has formally sought an explanation from Fertilisers and Chemicals Travancore Limited (FACT) at Udyogmandal over suspected industrial discharge into the Periyar river.
The notice, issued by the Board's Environment Surveillance Centre at Eloor under the Water (Prevention and Control of Pollution) Act, asks why action should not be taken against the company for alleged violation of norms.
PCB officials said the notice follows earlier observations of a suspected continuous discharge of a white, gel-like foam from near a barge, though the flow appeared to be lean. The latest action came after river water near the Edayar industrial area turned white with a layer of frothy foam on Tuesday.
Water samples collected from four affected locations showed oil and grease levels ranging from 4.8 mg/l to 6.5 mg/l — an increase of roughly 2 mg/l compared to samples tested about four months ago. Officials said initial results were inconclusive and further tests were needed to confirm the source of contamination.
Responding to the notice, FACT officials said the Board had earlier informed them about a white foam-like layer detected during March-April. They suggested that an old leachate deposit close to the river, not confined to their unit alone, may have caused the discharge. The company said it had initiated remedial measures as prescribed by the Board, while rejecting suggestions that Tuesday's froth resulted from a discharge from its unit.
