Customers in Puerto Rico endured an average of 36 hours of power interruptions in 2025 that were not linked to major events such as hurricanes, according to data from the U.S. Energy Information Administration (EIA). This marks a 19% increase over the previous year's figure.
The EIA's latest assessment highlights a persistent reliability gap: between 2021 and 2025, Puerto Rican customers lost power for an average of 29 hours annually. By contrast, electricity customers on the mainland United States typically experience about two hours of interruptions per year when major events are excluded.
Beyond the non-storm outages, the data shows that other events contributed an additional 23 hours of major event day (MED) interruptions. Heavy rainfall and flooding, particularly between April and May of last year, were significant drivers of these extended disruptions.
The figures come against a backdrop of chronic grid fragility. Puerto Rico's electrical infrastructure has been plagued by widespread outages since Hurricane Maria devastated the island's power network nearly a decade ago, in one of the deadliest storms in American history. The latest EIA numbers underscore the slow pace of recovery and the ongoing vulnerability of the island's electricity supply.
