Raichur imposes strict noise curbs for Ganesha festival, permits mandatory for loudspeakers
Raichur authorities have restricted high-decibel sound systems during the Ganesha festival and made prior permission mandatory for loudspeaker use in public places.
Raichur Deputy Commissioner Poovitha S. has ordered strict restrictions on high-decibel sound during the Ganesha festival, barring DJ systems, banjos and drums across the district from September 14 to October 4.
In directions issued on Sunday, the Deputy Commissioner said prior permission from the District Magistrate and the Superintendent of Police is mandatory for using loudspeakers in public places. Sound systems found operating without permission will be confiscated immediately, and large systems that project sound beyond 500 metres are banned outright.
Citing Rule 5(3) of the Noise Pollution Rules, 2000, the order reiterated that loudspeaker use is prohibited between 10 p.m. and 6 a.m. The Deputy Commissioner referred to Supreme Court rulings holding that noise pollution cannot be permitted during religious celebrations, including the Church of God in India versus KKR Majestic Colony case, and reaffirmed enforcement of nighttime noise limits in line with the 2005 Forum, Prevention of Environmental and Sound Pollution versus Union of India judgment.
The move follows public complaints about the health effects of loud sound on infants, elderly residents and patients. Violators will face FIRs under Section 270 of the Bharatiya Nagarik Suraksha Sanhita, 2023, and the Noise Pollution Rules, while Sections 36 and 37 will be invoked to seize illegal DJ systems. Station officers found negligent will face departmental action.
