Rajnath Singh Urges Integrated Civil-Military Aerospace Ecosystem, Flags Project Delays
Defence Minister Rajnath Singh called for an integrated civil-military aerospace ecosystem and flagged delays in defence technology projects at a HAL handover ceremony.
Defence Minister Rajnath Singh on Friday made a case for a single, integrated aerospace ecosystem that serves both civil and military aviation, while cautioning that delays in technology projects carry serious consequences for the country's defence preparedness.
Speaking at a ceremony at Hindustan Aeronautics Limited (HAL), where twin-seater Light Combat Aircraft Tejas trainers and Hindustan Turbo Trainer-40 basic trainer aircraft were handed over to the Indian Air Force and Dhruv Next Generation helicopters to Pawan Hans Limited, Singh said delays in technical projects — arising from a range of causes, including technological ones — must be treated with urgency. Such slippages, he noted, can open gaps in critical defence requirements and drive up costs.
He pointed out that in some cases, by the time a technology or piece of equipment was developed and produced, a superior alternative had already emerged elsewhere, leaving the original system outdated. Project timelines, he said, therefore need to be kept realistic.
Singh argued that indigenous development of technology is now essential, given the rapidly changing character of warfare. He called for greater synergy between the public and private sectors, saying they should be seen not as rivals but as complementary players capable of accelerating the growth of India's aerospace sector.
Looking ahead, he identified artificial intelligence, autonomous and unmanned systems, electronic warfare, cyber technologies and next-generation propulsion as areas that will shape the sector's future, stressing the need for their indigenous development and integration. He urged scientists, engineers, designers, test pilots and technicians to pursue technologies that do not yet exist, so that India can secure a leading position in the global aerospace technology landscape over the next decade.
Describing the handover as a milestone in India's push for indigenous aerospace capability and self-reliance, Singh said the goal is to make the country capable, self-reliant and globally competitive in meeting its aerospace needs. He said India has been moving systematically towards self-reliance in defence, with the government working to give defence public sector undertakings room to grow while also encouraging private industry through a level playing field.
He cautioned that progress in aerospace cannot be achieved in a single leap, describing it as a vast and gradual process involving a wide range of components. Each product and component, he said, represents a small rung on a long ladder, and advancement must come step by step. Challenges along the way, he added, should be viewed as milestones on a larger roadmap.
Singh said the event reflected the growing convergence of civil aviation and defence aerospace capabilities, noting that a robust aerospace industry should not be built solely around military requirements. When capabilities such as aircraft design, avionics, propulsion, composite materials, flight control systems, manufacturing and certification are developed domestically, they benefit the entire sector, he said.
He observed that future air operations will be information-intensive and technology-driven, and that combat effectiveness will depend on a combination of well-trained personnel, advanced technology, integrated systems and rapid decision-making. He expressed confidence that the LCA FOC Trainer would play an important role in preparing pilots for this environment, describing the Dhruv-NG as a demonstration of indigenous civil aerospace capability and the LCA FOC Trainer as a symbol of the maturity of India's fighter aircraft ecosystem.
On the HTT-40, Singh noted that India had for years depended on imported aircraft for basic training, and said HAL is now manufacturing the trainer indigenously to meet the Indian Air Force's requirements.
