Senate Democrats Press for Stronger Chip, AI Export Controls Before Xi-Trump Meeting

A group of Democratic senators has urged stronger restrictions on the export of American semiconductors and artificial intelligence technology to China, speaking to reporters shortly before a scheduled meeting between Chinese President Xi Jinping and President Donald Trump.
The lawmakers made their appeal at the US Capitol in Washington on Wednesday, September 23, 2026.
Senate Minority Leader Chuck Schumer of New York led the group. He was joined by Senator Elizabeth Warren of Massachusetts, the ranking member of the Senate Banking Committee; Senator Elissa Slotkin of Michigan, a member of the Armed Services Committee; and Senator Andy Kim of New Jersey, the ranking member of the Subcommittee on National Security and International Trade and Finance.
The senators used the press appearance to press for tighter controls aimed at halting the flow of American chips and AI technology into China, framing the issue as a national security concern ahead of the leaders' talks.
The push comes as Washington continues to debate the scope of technology export restrictions toward Beijing.
