Senate Approves Sweeping Russia Sanctions Bill in 86-11 Vote

The U.S. Senate has passed a comprehensive sanctions package against Russia, delivering a strong bipartisan message of support for Ukraine. The legislation, approved by a vote of 86 to 11, aims to penalize nations that continue purchasing Russian oil, gas, and other exports, with the goal of reducing the revenue that funds Moscow's war effort.

The bill is the culmination of a year-long push by the late Senator Lindsey Graham, who worked on the measure before his death. The vote came shortly after Ukrainian President Volodymyr Zelenskyy met with senators on Capitol Hill, following Graham's funeral, and observed the initial procedural votes on the legislation last week.

Senator Richard Blumenthal, a Democrat from Connecticut who collaborated with Graham on the package, framed the vote as a direct message to both Kyiv and Moscow. "Today we say to the people of Ukraine: You are not alone. And today we say to Vladimir Putin: You will not conquer Ukraine," he said.

The Senate's action represents the most significant congressional move in President Donald Trump's second term to alter the course of the conflict, which has now lasted over four years. While Congress has previously struggled to ensure consistent funding and arms deliveries to Ukraine, Trump has signaled support for the sanctions bill, increasing pressure on the House of Representatives to take it up and send it to the White House for his signature.
