Drone strikes halt Rosneft's Syzran and Saratov refineries
Rosneft's Syzran and Saratov refineries have stopped processing crude after Ukrainian drone attacks, with repairs expected to take at least a month.
Two Rosneft-owned refineries in the Volga river cities of Syzran and Saratov have halted crude processing after Ukrainian drone attacks this month, according to three industry sources.
The Syzran plant, in Russia's Samara region, stopped operations on Tuesday, while the Saratov refinery suspended processing last Friday. The strikes continued despite an announcement by U.S. President Donald Trump that Russia and Ukraine had agreed to stop attacking each other's energy infrastructure.
The shutdowns are expected to worsen fuel shortages inside Russia, which has already restricted exports of gasoline, diesel and jet fuel. Rosneft did not respond to a request for comment.
At Syzran, several facilities were damaged in the drone strike, including the main CDU-6 crude distillation unit, which has a capacity of 17,100 metric tons per day and accounts for about 71% of the plant's processing capacity. Repairs there could take at least a month, the sources said.
The refinery's smaller CDU-5 unit, with a capacity of 7,100 tons per day, or 29% of capacity, was already undergoing repairs following an earlier drone attack in July when the September 15 strike occurred.
Saratov has not processed crude since September 11, following another drone attack. The plant had also suspended operations on September 8 because of equipment damage and fires caused by an earlier strike, and was preparing to restart between September 10 and 11. It had previously shut down for several weeks after a drone attack on August 2.
Syzran has a nameplate crude processing capacity of 8.5 million tons per year, or 150,000 barrels per day. Saratov can process 7.0 million metric tons per year, or 140,000 bpd.
Separate industry sources said Syzran processed 4.3 million tons of crude in 2024, producing 0.8 million tons of gasoline, 1.5 million tons of diesel and 0.7 million tons of fuel oil. Saratov processed 5.8 million tons of crude last year, yielding 1.2 million tons of gasoline, 1.9 million tons of diesel and 1.0 million tons of fuel oil.
