Telangana Orders Fast-Track Disposal of Decades-Old ULC Applications

The Telangana government has directed officials to examine and dispose of pending applications under the Urban Land Ceiling (ULC) Act on a fast-track basis, including cases concerning partially regularised and unregularised colonies. Revenue Minister Ponguleti Srinivas Reddy announced the decision on Sunday.

According to the Minister, the move is expected to bring relief to applicants whose ULC-related matters have been pending for decades, leaving them unable to establish clear rights over their land or carry out transactions.

A memo — Memo No. 48062/ULC/A1/2026-1 — was issued on Sunday instructing officials to take up pending ULC applications received under G.O. Nos. 455, 456, 747 and 92. Eligible cases are to be regularised after all procedures prescribed under the rules are completed, the Minister said.

Mr. Srinivas Reddy said the previous BRS government had issued an order in 2016 to address such pending applications, but it was never implemented, leaving thousands of cases unresolved for years.

The latest decision forms part of the government's efforts to tackle issues linked to Section 22A of the Registration Act. It follows an assurance given by Chief Minister A. Revanth Reddy in the Legislative Assembly on September 16 to resolve 10 to 12 major issues through a fast-track mechanism.

A high-level committee on 22A-related issues has already been constituted, and memoranda have been issued in line with G.O. 118 and G.O. 76. The government has also permitted registration of houses, plots and flats falling under Section 22A where valid approvals exist from the GHMC, HMDA, DTCP or municipalities.

The Minister described the fresh orders on ULC applications as another step towards settling long-pending land-related matters. "Freeing people from problems that have remained pending for decades and resolving every land-related issue in accordance with the law and rules is the primary objective of the government," he said.
