Ukraine Faces $32.6 Billion Budget Gap in 2027, Finance Minister Says
Ukraine's finance minister says the country's uncovered budget needs for 2027 stand at $32.6 billion, citing the prolonged war and limited grain exports.
Ukraine will need $32.6 billion in additional financing to cover its budget requirements in 2027, Finance Minister Serhiy Marchenko said on Monday, pointing to a funding shortfall as the war continues and export earnings remain constrained.
Speaking at a seminar hosted by the European Policy Centre in Brussels, Marchenko said Ukraine's budget for 2026 has already been financed. The gap arises the following year, he explained, because the conflict has lasted longer than anticipated and the country has been unable to ship all of its grain, with only 40 percent of it reaching export markets.
"Our budget needs, uncovered budget needs, are $32.6 billion," Marchenko told the gathering.
The figures underscore the scale of the external support Ukraine will require beyond the current year, even as its immediate financing for 2026 is in place. Marchenko linked the projected shortfall directly to two pressures: the extended duration of the war and the reduced flow of grain exports, a key source of foreign revenue.
