At least 13 people, including a child, were killed and 39 others wounded in a Ukrainian drone attack on the Russian city of Nizhnekamsk, according to local authorities. The strike, which targeted industrial and civilian sites in the Tatarstan region, is among the deadliest on Russian soil in recent months.
The attack occurred about 800 kilometers east of Moscow and also struck the TANECO oil refinery, one of Russia's most advanced, as reported by Russian media. Unverified social media footage showed smoke rising over what appeared to be the refinery, though the visuals could not be independently confirmed.
Russian investigators have opened a criminal case, calling the strike a terrorist attack and stating that residential areas were hit. The head of Tatarstan, Rustam Minnikhanov, declared a period of mourning, according to Nizhnekamsk's mayor, Radmir Belyayev.
The TANECO refinery, operated by Tatneft, had been targeted by Ukraine in early June. It processed 17 million tons of crude oil in 2024, producing significant amounts of gasoline and diesel. Ukraine has intensified strikes on Russian refineries to disrupt fuel supplies and bring the war's consequences home to Russians, though Moscow says most shortages have been resolved.
On Sunday, both sides traded accusations of lethal attacks. A Russian strike on Kharkiv, Ukraine, killed three and wounded 37, while a Ukrainian drone attack in Russia's Belgorod region killed five and wounded 25. Both nations deny targeting civilians.
