Ukrainian Drone Attack on Tatarstan City Kills 13, Officials Say

A Ukrainian drone attack on the Russian city of Nizhnekamsk on Monday killed 13 people, including a child, and wounded 75 others, according to authorities in the Tatarstan region. The Ukrainian military said it struck an oil refinery in the city.

Russian officials did not specify what the drones targeted, but Nizhnekamsk is a significant oil refining hub, hosting two refineries and a petrochemical plant. The press service of Tatarstan's head, Rustam Minnikhanov, described the attack as "massive," targeting both industrial and civilian facilities.

Ukraine's General Staff said its forces hit a Taneco oil refinery in Nizhnekamsk, starting a fire. The claims from either side could not be independently verified.

Nizhnekamsk lies roughly 1,200 kilometers (750 miles) east of the Ukrainian border and has a population of about 240,000. Ukraine's domestically developed long-range drones have increasingly struck deep inside Russia, with some reaching as far as Siberia, about 2,000 kilometers (1,200 miles) from the border.

Ukrainian President Volodymyr Zelenskyy has framed the campaign against Russian oil infrastructure as a means to force President Vladimir Putin to negotiate an end to the conflict, which has now lasted more than four years. In a social media post late Sunday, he said, "We do deliver entirely justified responses, and every Russian strike will be met with our response. Russia's war will be felt more and more at their own home – in Russia."

Meanwhile, the World Health Organization's European office reported that one of its warehouses in Ukraine's central Dnipro region was struck twice within 24 hours. The attacks destroyed emergency supplies valued at an estimated $500,000, intended for front-line health facilities. No casualties were reported in that incident.
