Ukrainian Drone Attack on Russian City Kills 12, Hits Oil Refinery

At least 12 people were killed or injured in a Ukrainian drone attack on the Russian city of Nizhnekamsk in the Tatarstan region, according to state media reports on Monday. The strike targeted unspecified industrial and civilian facilities, with the city's mayor, Radmir Belyayev, confirming the attack was ongoing in a Telegram statement.
Russian media reported that the region's oil refinery, one of the country's most technologically advanced, was among the sites hit. Unverified social media footage showed smoke rising over what appeared to be a refinery, though the authenticity of the videos could not be independently confirmed.
The TANECO refinery, operated by Tatneft, was previously struck by Ukraine in early June. It processed 17 million tons of crude oil in 2024, producing 2.7 million tons of gasoline and 8.5 million tons of diesel fuel.
Tatarstan's head, Rustam Minnikhanov, has declared a period of mourning following the attack, Mayor Belyayev said. Ukraine has intensified strikes on Russian oil refineries in recent months, a campaign that has caused fuel shortages in several regions, although authorities say most initial disruptions have been resolved.
