Ukraine Scrambles to Counter Russia's Jet-Powered Drone Surge

Russia ramped up jet-powered drone attacks sixfold over the summer, exposing gaps in Ukraine's air defences and prompting a rush to field faster interceptors.

Russia's use of jet-powered attack drones surged roughly sixfold over three months this summer, according to Ukrainian military data, confronting Kyiv with a weapon that its existing low-cost interceptors struggle to match.

A July exercise in which Ukraine's military invited producers to test a new generation of interceptors did not go as planned, according to two people familiar with the event. Many of the drones proved hard to control at speeds sometimes exceeding 400 km/h, and some crashed into nearby fields and forests.

The episode illustrates the difficulty Ukraine faces as it heads into another winter with limited Western air defences and no clear answer to Moscow's faster, more powerful drones. On Friday, Maksym Zhorin, deputy commander of the 3rd Army Corps, said on Telegram that Kyiv had "completely screwed up the initiative again" on jet drones, noting that Russia had set up mass production of jet Shaheds while Ukraine lacked a response.

Yuriy Cherevashenko, a deputy commander of Ukraine's air force, acknowledged the challenges of developing faster interceptor drones but said Ukraine was close to fielding a range of mass-produced, low-cost solutions. He expressed confidence that a class of weapons effective against jet-powered UAVs could soon be available.

Russia's rapid expansion of jet drone production has allowed it to bombard Ukraine, especially Kyiv, with overwhelming numbers of weapons whose speed makes them far harder to shoot down than their piston-powered predecessors. After Russia began launching thousands of cheap, propeller-driven Shahed drones in 2022, Kyiv pushed interception rates to around 90%. Moscow responded by making its drones faster.

Ukraine's defence intelligence estimates Russia already produces about 3,000 jet-powered drones a month. Some resemble the triangular-winged Shaheds, while others have tubular bodies and small wings more akin to cruise missiles. Russia launched around 450 drones with speeds of 240 to 500 km/h in June, rising to about 2,850 in August. A typical Shahed-type drone flies at less than 200 km/h.

Kyiv and its surrounding region were the most heavily targeted, accounting for nearly a fifth of all drones launched. Cherevashenko said areas in and around Kyiv and the Black Sea port of Odesa had borne the brunt, and warned that the overall number of such drones in strikes would increase. In some attacks, he said, the share of jet-powered drones is already over 70%.

In recent weeks, jet-powered drones have struck targets in central Kyiv. Cherevashenko said their main danger is that they are guided and can change route and altitude on an operator's command. A drone that struck the headquarters of the SBU security agency last week, hitting the office of its chief with pinpoint accuracy, is thought by officials and military analysts to have been manually guided.

Samuel Bendett, an adjunct senior fellow at the Center for a New American Security, described the war as a constant "sword vs. shield" struggle, with each new capability quickly countered. He said the current Russian advantage would eventually be eroded by fast, cheap Ukrainian interceptors.

Ukraine developed interceptor drones costing less than $2,000 that downed a high percentage of incoming Shahed-type UAVs last year, but these cannot keep up with jet drones. Borys Dolyna, a commander of an interceptor drone company, said hits were sometimes possible when certain jet models slowed to manoeuvre, but warned Russia was already deploying systems that detect approaching objects and automatically accelerate.

Ukraine has over a thousand trained interceptor drone crews. Companies are rushing to build faster interceptors, some jet-powered, but progress is patchy. President Volodymyr Zelenskiy has said more than 60 Ukrainian companies are working on countering jet-powered drones, though only a handful have demonstrated results. One industry source said some prototypes are too large and slow for combat, where engagement windows are brief.

Officials and experts see a promising solution in a new generation of cheap guided missiles. Ukraine's stocks of expensive Western-supplied air-defence missiles are limited and were never designed for massed jet drone attacks. Cherevashenko said some new rockets were already undergoing testing and would be significantly cheaper than the drones they target.

Ukraine previously diverted some Russian drones by feeding them false GPS data, but an industry source said many jet drones use advanced 16-channel antennae, making them highly resistant to jamming. Anatoliy Khrapchynskyi, director of development at Fly Group Ukraine, said individual systems would no longer suffice and that a networked approach was needed, with multiple devices operating as a single "organism" to confuse enemy navigation. He described how a drone could be made to believe it was flying toward its target while its autopilot, relying on false coordinates, gradually steered it away from cities into safe areas.

The industry source said today's slower interceptor drones could be adapted to attack head-on rather than chase from behind, requiring AI-driven targeting systems capable of calculating an incoming drone's flight path. Cherevashenko said successful head-on interceptions had already been achieved using both automated guidance software and manually piloted drones, and while the technology needed further development, it represented the future of air defence.

For now, much of the burden falls on military aircraft, which are fast enough to keep pace with jet-powered drones. Dwindling supplies of air-to-air missiles are increasingly forcing pilots to rely on cannons, a hazardous tactic that risks collision with a drone's debris.
