UN proposes confidence-building mechanism for fertilizer transit via Hormuz

United Nations Secretary-General António Guterres on Monday announced a new mechanism aimed at easing the passage of fertilizers and related raw materials through the Strait of Hormuz, where recent attacks and threats have severely disrupted maritime traffic.

Speaking to reporters in New York, Guterres said the initiative builds on a task force he established in March to develop practical responses to the humanitarian fallout from the crisis. The effort is led by the UN Office for Project Services (UNOPS) and involves UN Trade and Development (UNCTAD), the International Maritime Organization, and the International Chamber of Commerce.

The mechanism, described as time-bound and confidence-building, will initially focus on fertilizers and raw materials but could be extended to other products. Guterres stressed that it would not authorize passage through the strait or alter the rights and obligations of member states under international law. Sovereign decisions remain with participating nations, with the UN acting only as a neutral facilitator.

The goal, he said, is to reduce immediate risks, support more orderly and predictable transit, and help rebuild trust needed for diplomacy and de-escalation. He noted encouraging international support, particularly from vulnerable countries reliant on maritime lifelines.

Guterres urged all parties to engage seriously, emphasizing that the mechanism is not a substitute for fully restoring navigational freedoms or resolving underlying conflicts. He called the unimpeded exercise of navigational rights a cornerstone of peace and security, and a legal and humanitarian obligation.

The disruptions in the strait have nearly halted traffic in the vital waterway, damaging the global economy and increasing pressure on political leaders, including US President Donald Trump ahead of congressional elections.
