Von der Leyen Proposes European Security Council and Hybrid Attack Playbook
Ursula von der Leyen has proposed a European Security Council and an emergency protocol to coordinate EU responses to hybrid attacks.
European Commission President Ursula von der Leyen has put forward a proposal to establish a European Security Council that would bring together the European Union and partners including Canada, Britain and Norway.
The proposal was made during her State of the Union address at the European Parliament in Strasbourg.
Alongside the new council, von der Leyen called for an "emergency security protocol" that would allow EU member states to trigger coordinated discussions in response to crises.
She said Europe needs its own counter-hybrid playbook, referring to hybrid attacks such as sabotage attempts.
Under the proposed mechanism, a single member state could activate the protocol, prompting all member states to convene. The aim would be to coordinate a European response, deter further escalation and mitigate the impact of such attacks.
The proposals reflect ongoing discussions within the EU on strengthening collective security arrangements and improving the bloc's ability to respond swiftly to emerging threats.
