Academicians Oppose West Bengal Bill Allowing Inter-University Staff Transfers

Academicians in West Bengal have written to the Governor expressing opposition to a proposed legislation that would permit the inter-university transfer of teachers and other staff, officials said.

The West Bengal Universities and Colleges (Administration and Regulation) Bill seeks to insert a new provision in Section 14A of the existing 2017 Act. The amendment would empower authorities to transfer both teaching and non-teaching employees between universities as and when required.

According to officials, the change is intended to provide administrative flexibility. However, the move has drawn objections from a section of the academic community, who have conveyed their concerns to the Governor through a letter.

The bill is part of the state's broader regulatory framework for higher education institutions. Its provisions on staff mobility have become a point of contention, with critics arguing that such transfers could affect the autonomy of universities and the stability of faculty appointments.
